Summary

As a Program Analyst for the Mars Campaign Office (MCO) within the Moon to Mars Program, you will support the execution and formulation of MCO’s budget, provide portfolio performance analysis to ensure the effective use of resources in the accomplishment of MCO’s strategic objectives, and develop and integrate strategic communication products for the MCO Director.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Assisting with the development of technical briefings or reports for management to ensure reporting requirements are met; Utilizing tools or systems (e.g. Microsoft Excel spreadsheets with pivot tables and conditional formatting; the NASA Focus on the Numbers tool, or other similar tools or systems) for financial data analysis or planning purposes; Supporting budget processes including budget formulation, determining funding distributions or allocations, and/or communicating with stakeholders on funding matters. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Performing budget and financial management functions for a project including program-level performance management and reporting; Identifying resources for projects; analyzing and evaluating the effectiveness of programs/projects performance including budget development or execution and providing recommendations for improvements and resolution of issues; Participating in the planning, requirement gathering, and product development for the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
