Summary

This position is the primary interface with the Johnson Space Center (JSC) Engineering Technical Services (JETS) II contract. You will provide leadership for planning and execution of JETS II contracted work, surveillance, performance evaluation, final verification and acceptance of products and services, and award fees assessments. This position also serves as the Contract Management Group Lead and provides contracting subject matter expertise for the Engineering Directorate.

Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Coordinate with contractor and procurement management on performance relative to scope and task owner requirements.
  • Lead the Engineering Directorate in evaluating JETS II contractor performance through the yearly Award Fee assessment period and the Performance Evaluation Board.
  • Coordinate with Division Technical Manager Representatives (TMRs) to develop and revise contract Task Orders to clearly define requirements, and mentor TMRs on submittal of requirements and specificity of evaluation language.
  • Conduct continuous surveillance of contractor technical and financial performance to ensure compliance with contractual requirements.
  • Represent the Engineering Directorate on Center and Agency acquisition initiatives, including assisting Center leadership in the development and execution of acquisition strategies.
  • Lead the Engineering Integration Office’s Contract Management Group (CMG). Plan, assign, and monitor workload, maintain awareness and understanding of Agency and Center acquisition plans, and how they impact Engineering services.
  • Engage contractor and procurement personnel to ensure strategic alignment with the goals of NASA programs and JSC Engineering, while ensuring efficient management and resource practices.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Collaborating with multiple stakeholders, including Senior Management, customer stakeholders, and/or point-of-service providers to supply inputs for presentations;
  • Reviewing contract performance using tools such as NF533s, Statements of Work (SOWs), Contractor Task Orders, Technical Evaluations, or Government Independent Assessments;
  • Participating in work involving evaluation of technical requirements development, cost estimate development, reporting, and/or strategy development.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Presenting to or coordinating with multiple stakeholders, including Senior Management, customer stakeholders, and/or point-of-service providers;
  • Assessing contract performance using tools such as NF533s, Statements of Work (SOWs), Contractor Task Orders, Technical Evaluations, or Government Independent Assessments;
  • Evaluating technical requirements development, cost estimate development, reporting, and/or strategy development.
