Summary

As a Senior Management & Program Analyst with the Strategic Insights & Budget Division, you will be responsible for leading a programmatic competency such as Cost Estimating or Scheduling. You will use technical and leadership skills to influence colleagues, negotiate with projects, author reports, build tools, and present to decision makers. You will lead programmatic analysis on Standing Review Boards to independently assess projects and ensure they are meeting Project Management requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Building life cycle cost estimates or Joint Confidence Levels (JCLs) for science, human, technology, or aeronautics missions and constructing cost risk analysis models that calculate probabilistic confidence models and identify risk drivers; Building integrated master schedules of science, human, technology, or aeronautics missions and constructing schedule risk analysis models to calculate probabilistic confidence levels and identify deterministic and probabilistic critical paths; Serving as a member of a Standing Review Board (SRB), Independent Review Board (IRB), or formal Independent Review Team (IRT) conducting programmatic assessments as the lead analyst, or serving as a member of a program or project office responsible for constructing the cost estimate, JCL, or schedule that is assessed by the SRB, IRB, or IRT.
