Job Description

Duties

  • Supports planning and budget execution activities necessary to successfully accomplish the objectives of CCP.
  • Identifies process improvements and leads the development and implementation of tools for creating, maintaining, and manipulating data in a variety of formats for analysis and evaluation.
  • Collaborates with stakeholders and technical points of contact, supports development of Programming, Planning, and Budget Execution (PPBE) products and analyses.
  • Leads the execution of the current year budget, manages month-end financial reporting and analysis efforts. Coordinates a variety of phases of budget development to include preparing obligation and expenditure schedules, studies, and reports.
  • Evaluates program and project plans ensuring requirements are aligned with cost, schedule, risk and programmatic priorities. Forecasts future requirements to include contract milestone payments and budget liens and threats
  • Recommends resource allocations based on priorities and needs, develops of fiscal budget plans, cost performance trending analysis, or contracts financial execution monitoring.
  • Oversees management of workforce resources, performs workforce planning and analysis, and develops reports.
  • Implements and monitors budget expenditures and status of operations and maintenance funds to identify potential risks, trends, areas of imbalance that could impact management control and reports to management regularly on budget expenditures.

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Assisting with financial reporting and analysis efforts for a variety of phases of budget development such as preparing obligation and expenditure schedules, studies, and reports;
  • Utilizing and/or maintaining budget tools used for creating, maintaining, and manipulating budget data in a variety of formats for analysis and evaluation;
  • Supporting Programming, Planning, and Budget Execution (PPBE) activities through one or more of the following: developing products, analyzing data, or identifying risks.
