Summary

The Science Research and Projects Division, Science and Technology Office is seeking an impactful scientist to serve as Deputy Branch Chief to help supervise and manage the energetic and dynamic staff of the Earth Science Branch. The Branch conducts Earth and atmospheric science research, develops new applications and instrumentation, and focuses on discoveries and societal benefits to address the vision and goals of NASA’s Earth Science Division and the Earth Science to Action Strategy.

Duties

  • Assist the Branch Chief, Earth Science with complementary technical and administrative acumen that sustains the critical skill mix and innovative Earth science research capabilities supporting NASA’s Earth Science Division.
  • Perform a full range of supervisory duties, including assigning and evaluating work, recommending personnel actions, taking disciplinary actions, identifying training needs, and helping employees with professional development.
  • Conduct research and application development in atmospheric science, remote sensing, or instrumentation, and/or support of Earth Science Division activities supporting larger research and application programs.
  • Assist branch management/colleagues through working relationships with scientific and program management leadership of NASA Headquarters/Earth Science Division, to ensure communication of successes and alignment of activities with NASA’s objectives.
  • Evaluate Branch procedures, processes, and policies helping coordinate a broad range of managerial, analysis, and financial management functions, recommending and implementing changes in consultation with Branch and Division leadership.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA’s unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

Vacant research positions may be filled at one of several grade levels depending upon the scientific impact of the person selected. A review may be required to determine the appropriate grade level of the position and supplemental materials may be required from the selectee. Please keep this in mind when indicating the lowest grade, you will accept.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Conducting scientific research, Earth Science applications, or technology development projects through a directed or competed award process, including outputs in peer-reviewed literature, conferences and symposia, or other outcomes;
  • Working in, building, and/or leading teams focused on challenging Earth and atmospheric science research, applications, and/or instrument development;
  • Interacting and collaborating with NASA and the scientific community supporting scientific research, application, technology, and/or instrumentation programs or projects supporting Earth Science objectives.

Education

Basic Education Requirement: You must have successfully completed a bachelor’s degree with a major in one of the following:

a) Engineering from a college or university that has ABET accredited engineering programs

b) Physical Science, Mathematics, Life Science or other field of Science

c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor’s degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
